TERMS OF REFERENCE (TOR): DEVELOPMENT OF A NATIONAL ADVOCACY TOOLKIT ON UNPAID CARE WORK (UCW)

NETRIGHT is seeking a consultant to develop an advocacy training toolkit to inform a national level advocacy on UCW.

The main objective of this assignment is to develop a national advocacy training toolkit to inform advocacy efforts on unpaid care work (UCW) to reduce the unequal and unfair burden of UWC on women and adolescent girls in Ghana.

Scope of Work

  • The consultant will be responsible for the following tasks:
  • Desk Review: Review existing advocacy toolkits and materials to identify best practices to inform the development of the toolkit.
  • Stakeholders’ Consultation: Consult relevant actors working on UCW to gather insights and perspectives on UCW to feed into the development of the training toolkit.
  • Draft UCW Advocacy Training Toolkit: Develop content for the toolkit, including modules on data analysis, message development, and stakeholder engagement.
  • Pilot-testing: Collaborate with NETRIGHT to select a group of women’s rights organisations (WROs) and community-based organisations (CBOs) for pilot testing.
  • Final UCW Advocacy Training Toolkit: Incorporate feedback and finalise the advocacy training toolkit for submission.

Deliverables

  • Inception Report: A report outlining the consultant's understanding of the task, proposed methodology, and workplan.
  • Draft UCW Advocacy Training Toolkit: A draft toolkit outlining the content for the toolkit, including modules on data analysis, message development, and stakeholder engagement.
  • Pilot Testing: Pilot testing of toolkit with selected WROs and CBOs to identify areas for improvement.
  • Final UCW Advocacy Training Toolkit: A comprehensive advocacy training toolkit on UCW to strengthen advocacy efforts towards recognition, reduction and redistribution of UCW.

Qualifications

The ideal consultant should have:

  1. A strong background in gender, social inclusion and development, with proven experience in developing training toolkits.
  2. Knowledge of the care economy and women’s economic empowerment issues.
  3. Previous experience working with CSOs including WROs.
  4. Excellent research, analytical, and writing skills.
  5. Proven ability to engage and consult with a wide range of stakeholders.

Timeline

The consultant is expected to complete the assignment within a total period of six (6) weeks after the signing of the contract.

TERMS OF REFERENCE (TOR): DEVELOPMENT OF A FIVE-YEAR STRATEGIC PLAN 2026-2030

NETRIGHT is looking for a Consultant to develop the Network’s Five-Year Strategic Plan (2026–2030).

 

NETRIGHT’s Strategic Plan is reviewed every five years. In 2019, a review of its strategic direction led to the development of the current Strategic Plan for 2020-2025 (SP 2020-2025) which has provided the direction of the network for the past 5 years. In 2023, the SP 2020-2025 was reviewed by members to identify gaps, challenges and emerging issues that need to be addressed to consolidate gains made and enhance its work and sustainability. This strategic review process which will led to the development of the strategic direction of NETRIGHT for the next 5 years (2026-2030) will enable the network to assess its priority areas and strategies for the past 5 years; consolidate the mid-term review, consider emerging issues that require NETRIGHT’s attention and provide the strategic direction of the network for the next 5 years. This process is supported by the African Women’s Development Fund (AWDF) under the Leading from the South (LFS) grant. 

 

Aims and Objectives:

The broad aim of this assignment is to develop a multi-year Strategic Plan that feeds into broader sustainability strategies that supports NETRIGHT’s goal of becoming more independent and sustainable.

 

Key Responsibilities:

  • Review the mission, vision and values of NETRIGHT 
  • Review NETRIGHT’s 2021-2025 Strategic Plan
  • Analyse and incorporate the mid-term review outcomes 
  • Work with the governance structures and members to define strategic priorities and action plan for the next five years 
  • Recommend effective communication mechanism to enhance collaboration and networking 
  • Develop a sustainable fundraising strategy § Develop a 5-year Strategic Plan

 

Qualifications:

  • We are looking for a consultant with the following expertise: 
  • Background in gender, women’s rights and development
  • Experience in developing Strategic Plans 
  • Knowledge and experience in Organisational Development o Experience of working with women’s rights organisations and networks preferably in Ghana

 

Timing and Duration of the Assignment :

The timeframe for the assignment is three (3) months starting 1st June – 31st August 2025. Any
modification to this timetable will be made in consultation with NETRIGHT. The consultant is
expected to present the situational analysis report and the first draft of the 5-year Strategic Plan to
NETRIGHT by mid-July 2025. The final Strategic Plan for 2026-2030 is expected to be submitted by
the end of August 2025.

GENDER ANALYSIS OF TRADE AND AGRICULTURE POLICIES

NETRIGHT is looking for a consultant to analyse trade and agriculture policies with a gender and social inclusion (GESI) lens to inform advocacy efforts towards inclusive sustainable development.

The ideal consultant should have:
A strong background in gender, social inclusion and development, with proven experience in GESI analysis.
In-depth knowledge of GESI, agribusiness, entrepreneurship and financial inclusion issues in Ghana.
Previous experience working with women in agribusiness, particularly, rural women farmers, women farmers’ groups, MSMEs.
Excellent research, analytical, and report-writing skills.
Proven ability to engage and consult with a wide range of stakeholders.

TRACKING AND COMIPLATION OF GESI CAMPAIGN PROMISES MADE BY PRESIDENTIAL AND PARLIAMENTARY CANDIDATES

The Network for Women’s Rights in Ghana (NETRIGHT) is seeking to engage a Consultant to track and compile the campaign promises of the presidential and parliamentary candidates to inform NETRIGHT’s advocacy to hold the elected government and parliamentarians accountable to their own promises during the campaign period. 

Key Responsibilities 

  • Track and compile campaign promises on interventions for women, youth, PwDs and other marginalised groups by presidential and parliamentary candidates. 
  • Present the compilation report at a forum to sensitise stakeholders on the campaign promises on gender equality and social inclusion (GESI) to enable citizens to hold elected government and parliamentarians accountable to promises made during the campaign period. 
  • Review and monitor implementation of campaign promises beyond Election 2024 to enable women and vulnerable groups to demand greater GESI responsiveness from the executive and legislature to strengthen inclusive, responsive and accountable governance. 
  • Prepare a comprehensive report that documents the entire process, including the methodology, findings, and a tracking and monitoring table on campaign promises and interventions by elected government and parliamentarians to meet promises made during the campaign period. 

Qualifications

  • A strong background in gender, social inclusion and development, with proven experience in GESI analysis. 
  • In-depth knowledge of GESI, socio-economic and governance issues in Ghana. 
  • Previous experience working with political parties, CSOs, women and marginalised groups is an advantage.

The Network for Women’s Rights in Ghana (NETRIGHT) is seeking a gender and social inclusion expert to analyse the manifestoes of Ghana's two major political parties (New Patriotic Party and National Democratic Congress) with a Gender Equality and Social Inclusion (GESI) lens. The analysis will inform advocacy efforts for inclusive, responsive, and accountable governance in Ghana.

Key Responsibilities

  • Conduct a desk review of the parties' manifestoes from a GESI perspective.
  • Perform a situational analysis based on national and international frameworks.
  • Engage relevant stakeholders for insights on inclusive governance.
  • Produce a comprehensive GESI analysis report, including practical recommendations.
  • Present findings at a stakeholders’ forum.

Qualifications

  • A strong background in gender, social inclusion and development, with proven experience
  • in GESI analysis.
